OpenAI Ads Are Now Open in the UAE: What ChatGPT Advertising Costs, Who Qualifies and How to Start

On 31 August 2026 OpenAI announced that self-service advertising in ChatGPT was launching across India, Europe, the Middle East and North Africa. OpenAI's own Help Center now lists the United Arab Emirates as "Available". In practice, a UAE business can open an account in Ads Manager, add a payment card, and run ads inside ChatGPT without going through OpenAI's sales team or an agency. This post covers what OpenAI has confirmed, who qualifies, what it costs to start in AED, which UAE businesses the policy rules out, what real results exist so far, and how I would run a first test.

A note on sources, because this topic is full of confident claims. In late August, some agency pages said the UAE was not on the list and others said it was. The only reliable check is OpenAI's own list, and I read it on 20 September 2026. Everything below comes from OpenAI's help documentation, ad policies and announcements, one academic audit, and a few agency reports that I label as agency-reported. This post contains no campaign results of my own, and I found no published UAE campaign results from anyone. ChatGPT Ads is a beta, so check the linked pages before you commit budget.


ChatGPT Ads in the UAE: What Is Confirmed and How to Start

What Happened, and When

9 February 2026. OpenAI began testing ads in ChatGPT in the United States, according to its Ads in ChatGPT help article. A focused pilot with a small group of advertisers ran from February to April.

5 May 2026. OpenAI announced a beta self-serve Ads Manager and cost-per-click bidding in New ways to buy ChatGPT ads. It named agency partners (Dentsu, Omnicom, Publicis and WPP) and technology partners (Adobe, Criteo, Kargo, Pacvue and StackAdapt).

18 August 2026. Ads reached 31 European markets, initially through OpenAI's ads team and partners, as described in ChatGPT Ads expands across Europe.

31 August 2026. In A milestone in expanding access to AI, OpenAI said ChatGPT Ads had reached a $1 billion annualised revenue run rate in under 200 days, was used by tens of thousands of advertisers, and was available in over 40 countries through its ads team and partners. It said self-service access was launching that day across India, Europe, the Middle East and North Africa.

OpenAI's Ads Manager availability page is the list to trust. When I read it, 56 countries were marked "Available", including the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Bahrain, Oman, Egypt and Jordan. Countries marked "Coming Soon" or not listed do not have self-service access yet.


Who Can Advertise, and How Account Setup Works

The advertiser must be a UAE-based legal entity. OpenAI says the legal entity that will advertise and be billed must be based in a country listed as available. Availability depends on the business or ad-account country you choose at setup, not on the country of your ChatGPT login. The help center does not say whether a mainland company or a free zone company is treated differently. If that matters to you, ask OpenAI's ads support before you start.

Business accounts only, created by the business. The account setup article says individual advertiser onboarding is not supported, and neither is an agency creating an advertiser account on a client's behalf. An agency can be invited after its client creates the account. This is how working with me works in practice: you create the account as the advertiser, then invite me as a user. You keep ownership of the account, the card and the invoices.

Verification takes time and cannot be rushed. Setup has five steps: create the account, complete onboarding and verification, complete account information, set up billing, and invite team members. Verification runs through Persona, and OpenAI reviews applications in a rolling queue. It says it is unable to expedite account review or ad review, and that campaigns will not deliver until every step is complete. Start this before you need the campaign.

Three settings cannot be changed later. Country, billing currency and time zone are fixed when the account is created. If they are wrong, you need a new advertiser account. The campaign article lists AED among the supported billing currencies, so a UAE business can be billed in dirhams. Confirm your legal business name, website, country, currency and time zone before you submit.

Payment is by card, after delivery. Self-serve accounts add a credit card, and OpenAI bills after ads have been delivered. The card is charged when your account reaches an assigned payment threshold, or at the end of the month if a balance remains. New accounts typically start with a lower threshold, which can rise with payment history. You cannot set it yourself. If a payment fails, ads can stop serving. The card should match the business entity and country of the account. The billing article says you can add VAT or tax IDs, and that the available types depend on your billing country. I could not confirm which UAE tax ID types are supported.


What Users See, and What They Do Not

According to the Basics article, ads appear below ChatGPT's responses. Each one shows an advertiser name, a favicon or logo, a title, a description, an image and a landing page. Ads are labelled as sponsored and separated from the answer. OpenAI does not show ads to people on Plus, Pro or any Business plan, to accounts identified as under 18, or in Temporary Chats. During the test, ads do not appear in the ChatGPT Atlas browser. Ads are also kept away from conversations about personal health, mental health and politics.

Advertisers do not see conversations. OpenAI says they receive only aggregated performance information, and that ads do not influence ChatGPT's answers. Users can switch off ad personalisation and hide or report ads. That has one practical consequence for you: you cannot see or target the actual questions people ask. You describe your offer, and OpenAI's system decides where it fits.


Which UAE Businesses the Policy Allows

OpenAI's ad policies, updated on 10 September 2026, matter more for UAE advertisers than the pricing does. During the early phase, ads are primarily limited to household and consumer goods, local services, travel and entertainment, and digital products and education. The policy says these categories may expand.

Restaurants, hotels, venues that sell alcohol Ads that promote or facilitate the sale or consumption of alcohol are disallowed. Incidental references are acceptable only when alcohol is not the focus.
Gambling, adult content, political and sensitive-issue advertising Disallowed.

Two more rules are easy to miss. Ads must be consistent from end to end, so an approved ad cannot link to a page that introduces disallowed content. And advertisers may not misrepresent their business location, service area or eligibility to advertise in a market. If your category sits in a grey area, such as accounting, business setup or a clinic that also sells retail products, do not assume. Ask OpenAI's ads support and get the answer in writing before you build campaigns.


How Buying Works

Objectives and billing. A campaign has one objective. Views bills per thousand impressions (CPM), Clicks bills per valid click (CPC), and Conversions optimises toward one supported standard conversion event, billed either per valid click (oCPC) or per thousand impressions (oCPM). You are never billed per conversion. The objective, the billing model and the conversion event cannot be changed after a campaign is created, so a wrong choice means a new campaign.

Auction and bids. OpenAI runs a relevance-weighted, second-price auction. You set a maximum bid at the ad group level, or leave "Maximize results", which OpenAI selects by default for eligible new ad groups and which lets the system set bids. OpenAI says Maximize results prioritises result volume and does not guarantee a specific cost per acquisition or return on ad spend. For CPC campaigns, OpenAI recommends starting with a maximum bid of $3 to $5 per click. At the dirham's fixed rate of about 3.67 to the dollar, that is roughly AED 11 to AED 18.

Budgets. The minimum daily budget for an AED account is AED 65. A daily budget is an average over a seven-day period, not a same-day limit. Spend on one day can reach twice the daily budget, but it cannot exceed seven times the daily budget across the budget week, which runs Sunday to Saturday in the account's time zone. At the minimum, that is AED 130 in a day and AED 455 in a week. A campaign-total budget is the stricter control if you need a hard ceiling. You cannot change the budget type after creation. OpenAI recommends that new advertisers start with a daily budget.

Targeting. You choose countries, and optionally platforms (Android app or web, desktop web, iOS app or web). For campaigns that are not product-feed campaigns, OpenAI says you can also target supported states or regions, cities, markets and postal codes where available, which varies by country. Check what appears for the UAE when you set up a campaign. One rule matters for a UAE account: OpenAI says some new self-serve accounts can initially advertise only in their home country, and become eligible for other countries after identity verification is approved and a required amount is spent in the home country.

Context hints instead of keywords. At the ad group level you write context hints, which are phrases describing what you offer, who it helps and when it is useful. OpenAI is explicit that they are not exact-match keywords or targeting rules. They do not guarantee delivery, and they cannot enforce geographic limits, schedules or exclusions. That is a real difference from Google Ads, where a UAE campaign is built on keyword lists, negatives and location settings. Custom audiences. You can upload customer or prospect lists to include or exclude people. Inclusion targeting and audience bid adjustments need at least 25,000 matched users, and OpenAI recommends at least 100,000. Smaller lists can be used for exclusions only. For most UAE SMEs, that means the useful use of a list is excluding existing customers.

Product feeds. Retailers can upload a catalogue and create feed-based campaigns. OpenAI says advertisers using product feeds have been among the strongest performers on the platform, without giving numbers. Feed-based campaigns support country-level targeting only.

Not available to everyone. Sponsored Agents, an ad format that lets people chat with an AI representative of a business, are in a limited alpha test with selected advertisers, and OpenAI is not accepting early-access requests.


Tracking: Where Most UAE Campaigns Will Succeed or Fail

OpenAI's conversion measurement article describes two ways to send conversions: the OpenAI Pixel and the Conversions API, ideally together with a shared event ID so duplicates are removed. When someone clicks an ad, OpenAI appends a click reference called oppref to the landing page address. The pixel stores it in a first-party cookie so later conversions can be matched. Automatic advanced matching can also hash customer details in the browser before sending them. Reporting covers impressions, clicks, spend, CTR, average CPC, average CPM and conversions, and conversions can take 24 to 48 hours to appear.

Four points matter for a UAE business:

Your landing page must be crawlable. OpenAI's crawler guidance says you must allow OAI-AdsBot, and it recommends allowing OAI-SearchBot too. A robots.txt rule, a firewall, a bot-protection service or a CAPTCHA that blocks the crawler can stop your ads from being reviewed. OpenAI says it cannot manually bypass the check. Many UAE sites run behind Cloudflare or a security plugin, so test this before you upload ads.

Conversion optimisation needs a supported standard event. OpenAI says custom conversion events are not currently supported for conversion-optimised campaigns, and each campaign uses one standard event. I could not verify which standard events exist, so check OpenAI's supported events list before you design a lead flow around it. Consent is your responsibility. OpenAI says to send conversion data only after giving users clear information and obtaining any consent the law requires. Tag the traffic yourself as well. OpenAI notes that static UTM parameters on landing page addresses persist on ad clicks and can be read in analytics tools. Use them, so GA4 and your CRM can show what ChatGPT ads produce independent of OpenAI's own reporting. OpenAI warns that its totals and those of other analytics tools can differ, for reasons such as attribution windows and consent conditions. What Real Results Exist So Far

OpenAI's FAQ says that ChatGPT Ads does not yet have performance benchmarks across advertisers, industries or campaign types. Here is what has actually been published, sorted by how far you can trust it.

OpenAI's own examples. In its 31 August announcement, OpenAI cites an e-commerce advertiser that achieved a 3x return on ad spend across its campaigns over 28 days, and a technology partner that reported more than 80% of ad-driven ChatGPT traffic came from new customers. Neither is named, and the numbers are OpenAI's own.

Independent data on how often ads appear. A University of Pennsylvania and Haverford College audit, The Beginning of ChatGPT Ads by Emma Lurie, Ro Encarnación, Sorelle Friedler and Danaé Metaxa, used 91 simulated US accounts. In March 2026, 3,573 of 63,657 interactions (5.61%) showed an ad, from 191 advertisers. The median account that received ads saw one on 24% of prompts. The most frequent advertisers were Target, Top10.com, Preply and Advance Auto Parts, and the ads leaned towards consumer goods. The authors note the limits: US accounts only, a small sample, and the first phase of the rollout. It says nothing about UAE users or UAE prices.

Named pilot advertisers. Marketing Dive reported in May that Target, Albertsons and Williams-Sonoma had taken part in the pilot. That tells you who tested it, not how they performed.

Agency-reported ranges, unverified. Q1Media published aggregated results in July 2026 from unnamed accounts: click-through rates of 0.5% to 2.5%, an average CPC of about $5 and a conversion rate of about 2%. InterTeam Marketing's case study covers three anonymous B2B software clients over three months, and reports 150 or more qualified leads, a CPL it says was 60% lower than Google's, and about $5 per click. Both are self-reported by agencies, with no client names and no spend figures. Treat them as a sign of the range to expect in the US, not as a promise.

UAE results. None exist yet in anything I could find. Self-service only opened here at the end of August. I found UAE agency pages that say they are running or can run ChatGPT ads, but none that publishes campaign results. Anyone who quotes you a UAE cost per lead for ChatGPT Ads today is estimating.

My own work, and what it shows. I have no ChatGPT ads results to report, so I will not dress up other data as if it were. What I can show is how I run paid campaigns for a UAE business that lives on WhatsApp enquiries. On the Ezee Hire Google Ads case study, the site reports 83,000+ conversions at AED 0.95 cost per lead. On the Meta Ads case study, it reports 7,281 WhatsApp conversations at AED 7.51 per messaging conversation. The write-ups behind them are the Google Ads playbook and what the Meta campaign got right. They are results on other platforms. The relevant part is the discipline: define what counts as a lead, track it end to end, and judge every channel by it.


Should a UAE Business Advertise on ChatGPT Now?

My view, as an opinion: treat it as a ring-fenced test, not a replacement for Google Ads or Meta. There are good reasons to try it. OpenAI says ChatGPT has more than 1 billion weekly active users, the platform is early, and nobody has a UAE playbook yet. There are equally good reasons to be careful. It is a beta, there are no published UAE benchmarks, and the reach is limited to Free and Go users. OpenAI's own numbers say nothing about how many of those are in the UAE. Delivery and spend also fluctuate during the beta, by OpenAI's own account.

Good candidates to test: businesses that fit the allowed categories, have a landing page that explains the offer clearly, can track a real lead event, and already have a profitable Google Ads or Meta account to compare against.

Better to wait, or ask OpenAI first: clinics, banks and financial services, law firms, real estate and recruitment businesses that rely on individual listings, and anything involving alcohol. The policy currently rules most of these out.

How much to put in. The minimum is AED 65 a day, roughly AED 1,950 over 30 days. That is enough to launch, but it may not be enough to learn anything. As arithmetic, not a forecast: 100 clicks at the $3 to $5 starting bid range is $300 to $500, or about AED 1,100 to AED 1,800, if you paid the full bid, and less if the second-price auction charges less. If about 2% of those visits became leads, as in the Q1Media range above, you would have around two leads. Decide before you launch how many clicks and conversions you need to make a call, and set the budget from that, not from the minimum.


A 30-Day Test Plan

Before launch (start as soon as possible). Create the advertiser account as the UAE legal entity, with the right country, currency and time zone. Complete verification and billing. Allow OAI-AdsBot and OAI-SearchBot on your site. Install the OpenAI Pixel behind your consent step, set up the Conversions API if you have a CRM, and choose the standard event that best matches a real lead. Add UTM parameters to every ad link.

Week 1. Launch one campaign with one objective. I would start with Clicks, so you learn what a valid click costs and how the landing page performs before you optimise for conversions. Build two or three ad groups around distinct customer needs, each with several ads that take different angles, as OpenAI's creative guidance advises. Write context hints as natural phrases about what you offer, who it helps and when. Run English and Arabic as separate ads so you can see which is approved and which performs.

Weeks 2 and 3. Check delivery daily for approval and serving status, and check that ads are not stalled by a crawler block or a billing issue. Do not change bids and budgets in the first few days. Review by ad group and by ad, and compare the leads in your CRM with what Ads Manager reports.

Week 4. If you have enough conversion volume for a single standard event, create a new Conversions campaign, since an existing campaign cannot be switched. Keep the winning ad groups and creative. Then decide, against the number you set before launch, whether the channel earns a bigger budget, stays a test, or stops.


How I Can Run This for You

OpenAI's rules shape how this works, so here it is plainly. You create the advertiser account, because OpenAI does not let an agency do it for you. You keep the account, the card and the invoices, and you invite me as a user. From there, I would handle:

Setup review. Entity, currency and time zone before you submit, crawler access, pixel and Conversions API, consent step, UTM structure and the lead event.

Campaign build. Objective and budget logic, ad groups by customer need, context hints, and English and Arabic creative that follows the policy for your category.

Reporting you can check. A weekly report that puts OpenAI's numbers next to your GA4 and CRM leads, and states any gap between them, so you judge the channel by leads and not by clicks.

What I will not do is promise results. Nobody can promise a UAE cost per lead on ChatGPT Ads today, and I would rather tell you that now than after you have spent. If a test does not earn its budget, the report will say so.


What to Do This Week

1. Check the current country list on OpenAI's availability page and confirm the UAE is still marked Available.

2. Check your category against the ad policy table above. If it is restricted, stop and ask OpenAI first.

3. Test crawler access. Make sure your robots.txt and any firewall or bot protection allow OAI-AdsBot.

4. Decide the lead event you will optimise for and confirm you can fire it from your website behind a consent step.

5. Start account creation and verification as the legal entity, since the review queue is the step you cannot speed up.

Nothing published suggests that. It is a beta with no UAE benchmarks, and it reaches Free and Go users only. Google Ads is where a UAE business with a working account already has keyword-level control and years of data. I would test ChatGPT Ads against that account, not instead of it.
